Evaluation

Evidence outlives the pitch.

The work, cases, thresholds, and authority boundary are fixed before performance is evaluated. Later polish cannot erase an unsafe decision.

How the system evaluates

Freeze the contract. Compare the evidence. Rerun what changed.

    Freeze the mission specification, representative cases, graders, thresholds, and authority envelope before comparing implementations.

  2. 02

    Run at least two materially different provider or runtime configurations through the same harness.

  3. 03

    Compare task success, critical failures, retries, latency, review burden, and total cost per accepted outcome—not output style alone.

  4. 04

    Document behavior that is truly portable, behavior that needs an adapter, and behavior that cannot be made equivalent without changing the mission contract.

  5. 05

    Repeat the comparison after any provider, model, prompt, tool, policy, or retrieval change that can alter behavior.

Formation formats

Practice changes shape. The bar does not.

12-week cohort formation is followed, where authorized, by up to 12-week supervised field residency. The 12–24 weeks window is an authored runway, not a demonstrated time-to-competence claim.
