The 180-hour floor is conjunctive, not an average. A candidate cannot compensate for weak discovery with extra coding, replace client work with simulation, or turn attendance into entrustment.

Caps preserve honesty: no more than 40 simulation hours and 20 observation hours may contribute. Passive meetings, self-study, generic office time, unsupported sales activity, and rejected work do not count.

A cohort can start with 20, 40, 50, or 100 learners only when its internal topology remains human-scale. The model below sketches pods and provisional flights; it does not calculate staffing or launch capacity.

A run stays closed until named supervisors, observation slots, independent reviewer throughput, lead workload, and supervised mission inventory can support every offered seat. No staffing or mission inventory is implied by this planner.
03[ THE MISSION LOGBOOK ]
A time entry is a claim. Attestation makes it evidence.
The logbook records what actually happened, under whose authority, in which environment, and with what result. Accepted records are append-only; corrections do not silently rewrite history.

Work occurs inside an approved mission, environment, authority, and evidence-rights boundary.

Log the contribution
Record date, duration, workstream, environment, responsibility, task, result, and evidence references.

Attest the bounded observation
An authorized, role-identified mentor, technical lead, field supervisor, or client sponsor confirms only the work they directly observed—not the learner's confidence.

Audit and accept
Check overlap, duplication, individual contribution, evidence integrity, confidentiality, and policy limits before the hour counts.
One accepted hour has one primary workstream, one environment, and one responsibility level. It may carry several competency tags, but it is never counted twice.
An accepted hour requires an authorized, role-identified observer to attest only what they directly observed, followed by a separate integrity audit. Independence is required where the governed gate, defense, or decision-authority policy says it is required; it is not implied by ordinary work observation.

SELECTIVITY WITHOUT SCARCITY THEATER
The bar is fixed. The support is intensive. The credential is earned.
The program is criterion-referenced and conjunctive. Everyone who clears every required gate may advance; nobody advances by outranking peers, and no target percentage is required to fail.
No FDE residency cohort has completed, so no acceptance, completion, placement, or qualification rate is claimed.
Select for evidence and coachability
Use a work sample, changed-constraint review, safety and integrity floor, business framing, communication, and schedule commitment—not a manufactured acceptance rate.
Use an Extended Runway
A missed gate normally opens coached revision, time-bounded extension, or deferral with current evidence preserved. Dependent authority stays locked.
Never grade on a curve
If every learner clears every published gate, every learner may pass. Ordinary learning gaps do not become theatrical elimination.
Report observed outcomes later
After real cohorts, publish numerator, denominator, policy version, dates, extension, withdrawal, and pending counts. Do not remove inconvenient outcomes.

Recent prior evidence may remove redundant instruction only after artifact audit, an observed placement challenge, and an evidence interview.
